Comcast and The Outdoor Channel announced a national programming agreement several months ago, but local systems usually do not add a channel until it has space and/or there is consumer demand.

Comcast last month added Outdoor Channel HD in Portland, Salem and Corvallis, Oregon, as well as in Vancouver and Longview, Washington.
