TV Providers to FCC: Protect Our TV Signals!

Washington, D.C. (March 10, 2010) -- Time Warner is leading a group of TV providers in petitioning the FCC to stop networks from pulling their TV signals in programming fee disputes.

The petition, which includes signatures from DIRECTV, Dish Network and Cablevision, was perhaps prompted by the recent battle between Disney-owned ABC and Cablevision.

The fight almost cost 3.1 million Cablevision viewers an opportunity to watch Sunday night's Oscars, but the dispute was settled 15 minutes into the telecast.

However, industry observers agree that the programming disputes are just heating up with the networks asking for more money from TV providers to carry their channels.

The petition suggests that the FCC consider such remedies as binding arbitration to ensure that viewers would not lose their signals during the negotiations.

"Consumers are increasingly being put in the middle of disputes between programmers and distributors, including recurring threats of doing dark," Time Warner Cable said.

Swanni's Take:
This is what I've been asking for -- for more than a year. The FCC should mandate baseball-style binding arbitration in cases where the network and TV provider can't agree. Both sides would have to agree to accept whatever the arbitrator decided.

And during the negotiations, the signal would stay on the air.
